Who do I need to speak with about this to get this issue resolved?

I was quite surprised myself but luckily, I have a multi-region DVD player and was able to watch it.
Frankly, you are not missing on very much if that is any consolation. It lasts only for about 12 minutes or less. It has a mock digital vitual reality time lapse on how the stage was created and how the lights work but there are no interviews or songs on it. It's cool to have but not an essential component. I also bought the book at an American gig in Denver and was surprised it was not NTSC format.
But most computers can play other region DVDs but for only a limited amount of times, wierd but that's what my PC prompts.
