Perhaps the management decided that the clientele might have a tad less money available this year after having spent it all for concert tickets, two remaster boxsets, Chapter & Verse and saving some for the DVD?

I think the decision to skip the normal edition and only release the Edition Formerly Known As Special also has to do with dropping CD sales. Not just for Genesis. I just read an article about that, and they said that these days 50,000 sold CDs per week can almost guarantee you the #1 spot in the German charts and that nowadays it was virtually impossible to sell more than a million CDs of any new release in the US. So why split sales between a normal and a special edition?
