What I read, in English, was that Phil is almost immobile, which is slightly less drastic than 'motionless'. Very sad, of course, but these nuances of translation have to be taken into account.
Rutherford's words in the interview are "He's more immobile than he was". Kudos to PC that he did his final solo and Genesis tours when he did. And it's good to hear that he's contented in retirement at home. Good for him, it's well deserved.
I have watched the BBC video with subtitles a few times.
It doesn't seem so dramatic.
